No. RetroArch is a frontend for Libretro cores. The core is the emulator, engine or media program. RetroArch is the menu, input, video, audio and updater around it.
A core is a program ported to the Libretro API. Examples on the public list include Snes9x Next, Gambatte, PCSX ReARMed, Flycast, LRPS2, OpenLara and DOSBox Pure.
